Update translations

Even if you're not a developer, you can help by translating COPS to your language.
The preferable method: directly on your browser. You can update translation online using free Gitlocalize platform: https://gitlocalize.com/repo/9640
- No software to install, just join in and translate in your browser (or request your language if missing)!
- Translators just need to translate using Gitlocalize.
- English file under Github is the master that will be synchronized to Gitlocalize
- Translations under Gitlocalize are considered "work in progress" and should be considered as the "most recent translations."
- After updating a language translation, translator clicks on "Review Request" in Gitlozalize
- COPS translation admin will review the request on Gitlocalize, and when accepted Gitlocalize will create a pull request on Github
- COPS developer/maintainer will integrate the Github pull request for next release
- Translations under Github should be considered "translations deployed."

- No software to install, just join in and translate in your browser (or request your language if missing)!
- Translate using Transifex.
- Invite others to help with your language.
- A language team can have 3 levels of quality control: coordinators, revisers and translators
- Mark translations as "revised" so junior translators can't change it.

- Download current translation file (or choose English if your language is missing): https://github.com/seblucas/cops/tree/master/lang (Choose RAW to download).
- Open this file with text editor (I use Notepad++ for example).
- Each line starting with ##TODO## has a missing translation
- If you fix the translation then remove the ##TODO##
- You don't have to translate all the languages at the end of the file.
- Send me the modified file (my email is in every file in COPS), I'll commit it (please specify your full name / email / alias for the commit).
