LTLを任意のハッシュタグで置き換えるサーバー設定機能。

設定したハッシュタグを含むパブリック投稿が流れる仕様にできる
サーバーハッシュタグ機能サーバーハッシュタグ機能 #39 と組み合わせる前提
EbiMeta テーブルの hashtagTimeline に設定が保存される
- hashtagTimeline = null ならこれまで通りの挙動
- hashtagTimeline にハッシュタグが入っていれば、 notes/local-timeline notes/hybrid-timeline および、ストリーミングのlocal-timeine hybrid-timeline の挙動が変わる
