CLI: Support export files on Partners

Describe the solution you'd like
Support all export file related commands (create, import, update, add and remove shared parts) in partner environments

Additional context
When the related commands for reconciliations, account templates and shared parts to interact with partner environments were implemented, it was not possible yet to do the same with export files.
Missing endpoints were created in Silverfin, so we can now implement those missing commands
