6.1正式版上传图片地址BUG #425

新建子站，文件夹：test ，后台设置WEB访问地址：WEB独立布署，内容管理上传图片，不管是标题图片，还是内容里的图片，地址均是错的：test/upload/xx/xx.jpg 造成前台页面显示的图片地址为：www.xx.com/test/upload/xx/xx.jpg 正确的应为@/xx/xx.jpg ，前台：www.xx.com/upload/xx/xx.jpg 多了子文件夹，前台无法显示图片

资源文件访问地址无论怎么设都一样

如果没有设置WEB独立布署，那这地址是正确的，设置WEB独立布署，那这地址就是错的，造成前台页面无法显示图片
