Updates during 2012-12

* New features

  - Added this NEWS.txt file, plus a README file, plus misc other
    general information files.
    
  - A schema that reflects the proposal for the Multistate and 
    Multicomponent Species package (multi) has been added.
    
  - A schema that reflects the proposal for the Rendering package 
    (render) has been added.
    
* Bug Fixes

  - Many of the types in the layout schema were given as SId when
    in fact they should have been SIdRef. These have been corrected.    

* Miscellaneous

  - Added comments to the tops of all the .rng files to notify people
    about the dependencies between schema files, in case someone picks
    up one of the package .rng files and doesn't look closely in the
    surrounding directories.
    
  - Modified the test-data directory to replicate the structure of
    the schema directories.
