We'll need some basic README instructions on how to use and debug the reusable workflow.

The structure of the README in https://github.com/gossts/slsa-go/ is a good place to start.

Since we have https://github.com/slsa-framework/slsa-github-generator/blob/main/README.md I'm going to close this and we can create issues for specific docs we need to add as they come up.
