Change Motivation

One or two paragraph summary of the problem and motivation to change, why it's important and at a very high level, and what the proposed solution is. Possibly describe the historical context of the problem being solved, and efforts to solve this problem or other changes that have set up this problem/solution.

Specification

The technical specification should describe the syntax and semantics of any new feature or change.

Design Rationale

The rationale fleshes out the specification by describing what motivated the design and why particular design decisions were made. It should describe alternate designs that were considered and related work
