Delfin installation : remove scheduler_config.json references

Issue/Feature Description:
according to sodafoundation/delfin#506 scheduler_config.json file will not be used for perf collection registration.
Why this issue to fixed / feature is needed(give scenarios or use cases):
seamless installation of delfin
