SONiC should support more granular hash/offset changes

Description

Steps to reproduce the issue:

1. Boot T2 topology with the existing hash seeds
2. We see traffic/ecmp distributed unevenly

Describe the results you received:

Changing the hash/offsets internally helps accomplish even distribution of traffic.
