Remove questions and link to the rules if a user links to their own question that was asked less than 2 days ago.

Possibly allow questions that are self-answered, since they're more likely to be asking about quality, not code.

Allow RO to whitelist a user from this restriction.

Possibly ignore questions if they were posted after a user started talking (within some timeframe). Users occasionally post a question based on discussion in the room.
