Currently linkcheck only checks that there is a response for a particular URL. However I frequently link to api and similar documentation which consists of one long HTML page with many anchors inside (Sphinx output is also like this).

When I have specified an anchor I'd like linkchecker to grab the whole document and verify that the anchor exists in the document.

If you want a nice test case, I link to this. Note how it includes punctuation and spaces in the anchor.
