Validate stac-geoparquet

This would be something beyond json-schema validating the containned items — e.g. GeoParquet versions and metadata, existence of a collection, etc.

Could maybe live in the stac-validate crate, though it would be shame to have to pull in all the json-schemas — which suggests that maybe we should merge stac-validate into stac behind a feature flag?
