Buttons to "pass" and "resign" are not visible to players

L19 user EdLee writes, "Feature requests: Pass button, Resign button," and, later, another L19 user, Chidorin, writes "looking forward for resign button" This suggests that the buttons are not visible to all players on the board screen but further investigation is required.

In development, the buttons are present but poorly sized and apparently off-screen in Internet Explorer.
