Is your feature request related to a problem? Please describe.
I've noticed that every time storybook starts, it totally forgets what orientation I had the tool window. I prefer to have it docked right, and it frequently gets reset to docked at the bottom.

Describe the solution you'd like
Seems like orientation could be stored in a cookie, or local storage to facilitate this

Are you able to assist bring the feature to reality?
I can try, though admittedly I've not even looked at storybook code base at this point.

Hey there, it's me again! I am going close this issue to help our maintainers focus on the current development roadmap instead. If the issue mentioned is still a concern, please open a new ticket and mention this old one. Cheers and thanks for using Storybook!
