ref: cosmos/ibc-go#7261

A refactor similar to cosmos/relayer#1490 / cosmos/relayer#1492 would be super nice too so that way we don't have to keep the IBC funcs living in our side? This way their team can override in their own repo to upgrade without requiring us too as well with some Interfaces.

Needs more consideration but we are moving in that direction for Consensus anyways.
