how to use proxy? rotatory proxy?

hi everyone,
just so confused about how to use/choose a proxy for the Instagram
i can successfully set_proxy, as recommended using soax residential one.
but it is the rotatory proxy, every few minutes showing the difference location. I always got the warning email saying
they noticed a login from a device you don't usually use.

can anyone help please?
do i need to get a static residential proxy??? or set location in somewhere?
