Possible issue with re-approving an account with an email address of an account previously deleted

This person has been re-applying for an account, in the admin I 'approved' him, and he appears in the Approved list, but I think is just stuck there, as he keeps requesting an account.

I may have gotten a 404 error after clicking approve, though that action did seem to do something ( put him in the Approved list )

I ended up searching for his email after I noticed a possible pattern and discovered that it was already in the system as a deleted account.
