Actual Behavior

Gone subscriber can't be disabled.

Expected Behavior

Gone should be able to be disabled currently the service is always loaded.

Steps to Reproduce

Try to disable the gone subscriber over the configuraiton

Possible Solutions

Load gone_subscriber.xml only when enabled.
