The documentation refers to MicroShift as manifest install.
The manifest installation instructions are referring to a make command which does not exist if you clone the kepler git repo as instructed

there is a section here. @aspanner would you please move this requirement to the front of the page?

build-manifest requirements:

kubectl v1.21+
make
go
