Remove moab_tools repo?

Now that make_watertight lives in DAGMC, is there any remaining reason to keep this repo around?

In general - yes. There are a few things to take care of:

• check with @makeclean regarding some of his "little" (?) projects that are also here
• write a new Readme that describes where to find the things that used to be here (mostly make_watertight, I assume)

I'm happy for someone to go ahead and remove the other stuff that isn't make_watertight, I don't think they serve any useful purpose.

Typical procedure for something like this is to remove everything sans Readme and update the Readme to point to the new location of make_watertight?
