SPC qr does not work

When I use SPC qr -- it does not actually restart spacemacs -- Should I report upstream?

No errors? Anything in *Messages*?
If your system is compatible it should ideally work else it doesn’t restart and informs with user-error. Else you should file a bug upstream.
