Setting a zoom level for a layer to be displayed would allow modeling sites with greater detail without clutter when zoomed out

I'm not sure if I understand you correctly. Do you want to set min/max zoom levels for each layer in order to avoid rendering the content of the layer if the current zoom level is outside these boundaries?

Yes,

Each layer would have a minimum scale and maximum scale boundary set, and if the current zoom level is beyond those limits, the layer would not render.

This will allow to map certain sites with big detail but also have them not look cluttery when zooming out
