Description
Move the linux-arm64 binary build from cross-compile on GHA Ubuntu-18.04 to cross-rs docker build
Motivation and Context
GHA ubuntu-18.04 environment has been deprecated and will not build in future.
How Has This Been Tested?
Build binaries in local fork successfully. Not tested the Raspberry Pi 4 bins just yet.
