Currently, we use the built in GNOME initial setup and tour. While this is better than nothing, it's not ideal, as we would want to display additional info, as well as prompt the user to login with a Fyra account. Let's make our own application for this.

We could potentially fork from Vanilla-OS/first-setup

I remember that there was a previous UM effort for a welcome app, which we could probably use here as well. /cc @korewaChino

Going to assign this to @trobonox , since they were working on the UM welcome app before. We could probably have something that works for both UM and tauOS (with some differences.)
