github-add-comment need to always emit result.

Actual Behavior

Currently, it omits results if they don't satisfy conditions.

hi @seongpyoHong, thanks for creating this. There is a PR raised to fix this problem tektoncd/pipeline#5620. Hope it should get resolved soon 🙂
