Is your request related to a problem? Please describe.

By default, users in a group created from the module iam-group-with-policies can create an access key but can not update its description. This behavior feels wrong especially while creating access keys from the AWS console's new UI.

Describe the solution you'd like.

By default, allow users from the group to tag their own IAM ressources.

Additional context

The error creates mixed alerts while creating the access key.

Then trying to edit the description after the creation gives a clearer explanation.
