how can websites be not cross-platform?

Maybe because I set the scale for my OS on windows, and on the phone / linux the scale is different

don't use absolute sizes in css.
not margin: 15px;, because on phones it'll take too much
but margin: 3%;. The last one is handled correctly on all devices
