Split HTML package into core and html packages #106

The @interactors/html package contains both the core interactors code, and the definitions of all html interactors. We should split this into two separate packages, @interactors/core and @interactors/html where html depends on core.

I'm not against this, but just curious what use-cases it would unlock.
