Hotel pois show up too late?

The InterContinental Hotel Mark Hopkins in SF shows at zoom 17, but should show earlier?

It does finally show in in zoom 17 in the POIs layer instead:

We're missing the building layer label position for the The Fairmont San Francisco Hotel in SF:

Since #201, hotels should be POIs, but it looks like these are coming in at too high a zoom level. @nvkelso, what would be the appropriate zoom for these particular hotels to show up (given their areas of 6955 and 13558 respectively)?
