feat: add the proper chat feature

Summary

Sharkey doesn't have the proper DM chat system that prior versions of Misskey and also forks like Firefish happened to have, since it seems like the newest version of Misskey that Sharkey is based on removed that. I hope that if it's possible to do so that if it can be reimplemented back here. I'm just not a fan of the Mastodon-style DMs.

We have thought about adding this back, but have dropped it due to dms already existing and chats having bugs ie when u tag people it doesn't correctly add them and other issues

our approach now is more of making the normal dm section better and more organized than adding back a bugged and basicly duplicate feature

it is possible to reimplement that feature but i think the better aproach would be to make a totatly new one instead of merging the old one that was dropped by misskey for a reason
