Is your feature request related to a problem? Please describe.
As part of the effort described #181, generated reference documentation should be available per module. Right now we only generate it for the cumulative rules_nixpkgs.

Describe the solution you'd like
Fix the TODOs outlined in #193: simplify and move generator rules into rules_nixpkgs_core, use them in each toolchain module, and also in the legacy WORKSPACE.
