Add author id to notes export

Is your feature request related to a problem? Please describe.
Since only the tweet id is included in the current notes export it is expensive to create an association between a given note and the author of the noted tweet. This makes applications like lookup of how often tweets of an given author have been (un)successfully community-noted very expensive to implement.

Add a field/column to the notes export that includes the author id.
