Use fsync-ba as a fallback if fsync-coreos isn't building due to no matching versions.

This needs some work. However I'm unsure if we should do this or not since fsync-ba seems to only be built occasionally

This reverts commit b82bf6d.

We have determined that CoreOS kernel releases and fsync kernel builds
do not reliably align so this is a bad approach.

We won't be doing this as we had to revert #234
