TLSerdesser should emit a configuration file when building a target (chip) which can be read by the host (fpga) when doing bringup to align the Manager and Client TL parameters across the interface.

Summarizing an offline discussion:
We're going to make the TSI use a case class that will be serializable to a file, and the harness TSI will configure itself from that. There may or may not be some of this work already on the john-tsi-wip branch.
