need marklogic database to use as storage backend for API #2

The ldr_metadatastorage needs a Marklogic database to test against for a demoable product.

in the planning meeting today @c-blair presented the following information

sysadmin fseaton is testing the ability to give developers full access to a single marklogic database while simulatneously restricting them from modifying the other databases in the system
when this test has passed sysadmin requirements, @c-blair will create a marklogic database called "metadatastorage" or "ldrmetadatastorage" and pass the login information to ldr dev team
