What: Provide a complete end-to-end CWL workflow for CHIRP possibly using full implementations for all 5 steps (May)

Mike provided a full end-to-end CHIRP workflow which invokes the ADS CHIRP application package. Demonstrated successfully on MCP Test and MCP Dev.
