This happened because uplink could not boot due to the profile being out-of-date. We need to figure out a way to solve this.

Ensure uplink profile on cluster is not out of date
Update eventful to only return same type of error either {:ok, transition} | {:error, %{type: :trigger, ...} Consolidate error zacksiri/eventful#10
