1. Better DX without noisy logs every time running dev command with --experimental-https

Background

Now every time running next dev --experimental-https getting logs:

Attempting to generate self signed certificate. This may prompt for your password
CA Root certificate created in /Users/--/Library/Application Support/mkcert
Certificates created in /Users/--/ownProjects/profile/certificates

Proposal

Somehow check here https://github.com/vercel/next.js/blob/canary/packages/next/src/lib/mkcert.ts#L114 if certs for given host are already generated and early return

I guess it will be simple check using https://nodejs.org/api/crypto.html#x509checkhostname-options and https://nodejs.org/api/crypto.html#x509checkprivatekeyprivatekey
