Add relay function: powercycle comms device based on ping #222

Hello.
Do you have any plans to add a "reboot" function to the relay on Venus GX? 
(Do a ping and if no response activate relay for a few secondes) I have a problem that my
LTE router now and then hangs and I have to disconnect power to have it up and
running again. It would be nice to have same function to Venus GX as device
ControlByWeb / WebRelay - Single Relay and Input Module have.
