Simply open Android Studio, add an emulator and run.

is there a way to run this on cosmic ide? I downloaded it after seeing that it supports kotlin. I can't figure out how to download anything from this fork. sorry for being such a noob here

No, you need Android Studio.

It is an Android application. If you only want to run it, simply open https://rednuht.org/genetic_cars_2/ in a browser.
