As a user, I'd like to be able to add and select custom map layers from a 3rd party WMTS service.

Describe the solution you'd like

• Default selection for the WMTS should be: https://wmts.geo.admin.ch/EPSG/3857/1.0.0/WMTSCapabilities.xml?lang=en
• Time axes: Selection of the year as per WMTS-GetCapabilities
• An example of what this feature would behave like is implemented in https://map.geo.admin.ch/ – see Menu > Advanced tools > Import maps

Definition of Done

• The user can enter and use a custom WMTS service or WMS service with the projection EPSG:3857 instead of the current background map (e.g. https://wmts.geo.admin.ch/EPSG/3857/1.0.0/WMTSCapabilities.xml?lang=en or also https://wms.geo.admin.ch/?REQUEST=GetCapabilities&SERVICE=WMS&VERSION=1.3.0&lang=fr)
• The default selection for WMTS service is https://wmts.geo.admin.ch/EPSG/3857/1.0.0/WMTSCapabilities.xml?lang=
• The user can select a layer from a WMTS service and set it as the map background
• For time-enabled WMTS layers (e.g. “SWISSIMAGE Time Travel”), the map time filter [YYYY, see tech Spec] is automatically synchronised with the other control elements and data (chart data, visualize filter, time slider) at all times
• For WMTS layers with automatic time synchronisation, this can be deactivated manually
