Create skeleton standalone-cluster plugin

Feature Request

Per the design doc create a standalone-cluster plugin skeleton that can be called from tanzu-cli.

Do not fully implement this plugin! Ideally the skeleton gets merged so multiple team members can contribute to the work.

All work done that modifies, adds to, or removes details from the design doc should include updates to the design doc.
