Update machine certs to include the machine ID, as certified by VxCertifier

We need to update the way we do machine certs to include the machine ID, as certified by VxCertifier. Otherwise a machine can just claim to be whatever it wants to be. This is just an extra field in the certificate, and a tweak to how we run VxCertifier. cc @arsalan
