[css-writing-modes-3] Define “fixed size” as used to determine available space of orthogonal flows #3095

We can be pretty sure that a “fixed” sizes include <length>. Does it also include extrinsic sizes? If so, under what conditions? (When this section of the spec was written, definite sizes were very trivial to calculate, but now they are complicated and might not be appropriate to depend on here.)

Prior discussion at #1391
Seems that the initial implementer here was IE.

Note, box-sizing means that percentages can creep in via padding values even when width/height is specified as a length.
