They are listed in setup.py extras and extras are installed by tox

Wagtail 2.7 LTS being around the corner (scheduled for Nov 1st), I've updated the test matrix as if it was already out (although it's allowed to fail for now due to wagtail/wagtail#5632) and will only release a new version of wagtail-bakery after that.
