The `make docs` command did not have the effect of serving the docs and opening the browser anymore. Not sure why. But I have updated the docs accordingly and mention the command to maually start serving the docs.

The instructions did seem a little outdated and confusion. I have tried to update them as I was experiencing the steps I had to take when setting up a fresh dev environment.
Also,
make docsdid not start the browser anymore. I have added a new command to serve the docs (make serve).
