解决了，我是因为密码不对，文档里面说的是邮箱密码，其实要qq邮箱的认证码

文档里没说「是」邮箱密码，文档的原话是「SMTP 邮件发送服务的密码，一般为邮箱登录密码，部分邮箱(例如 163)是单独的 SMTP 密码。」https://waline.js.org/guide/features/notification.html#%E9%82%AE%E4%BB%B6%E9%80%9A%E7%9F%A5
