Use Sphinx to build documentation and publish it using automated pipeline.

Once this PR is accepted, "Read the Docs" must be configured to watch .readthedocs.yaml file of this repository (branch main):

Signup at https://readthedocs.org/accounts/signup/ (better using GitHub auth method).
Open https://readthedocs.org/dashboard/import/?.
Select topologicpy project from the list.
Set branch main with .readthedocs.yaml.
Set project version latest.
Set URL https://topologicpy.readthedocs.io
