Interop 2024 timeline

Initial proposal for the Interop 2024 timeline, based on 2023, but incorporating some of the discussed changes:

• September 14 to October 13: Proposals period.
• October 15 to November 9: Initial proposal filtering.
• November 10 to November 30: Final proposal selection.
• December 1 to December 16: Proposal grouping & initial test selection
• January 11 to January 25: Proposal feedback. Announcement discussion/planning (PR, marketing, etc.). Decide final launch date.
• Jan 30th: Provisional Launch Date

Hey folks, I just realized that the proposals deadline is Oct 5th, and that the dates in this issue are stale. It would be nice to update them, so that other people don't get confused like I did: we based our roadmap on the Oct 13th deadline mentioned here, but it seems to have been changed to Oct 5th at some point. The earliest mention of Oct 5th I can find in this repo is this commit and this one, both ~2 weeks ago.

@LeaVerou thanks for calling that out! The Oct 5 date is from #390, and is because one week was set aside to iterate on proposals but not submitting new ones. At least I had totally forgotten about this issue...

@nairnandu can you add this to the agenda today, to discuss if we should give some extra time or not?

This is now added to the agenda. I'll close this issue and update the description to say it's not the final timeline.
