The specification was updated with a new property for MediaRecorder and MediaRecorderOptions which allows the bitrate mode to be specified as either constant or variable. https://w3c.github.io/mediacapture-record/#mediarecorder-api

It would be great if the test could be extended to cover the update. Thanks!
